Indeed it does. I find that so far, not everything is what it appears to be within this multiverse nexus we find ourselves in.

If it's to better one's self, I believe anyone is capable of that. Here or in thar universe... Sometimes they just need a hand.

Perhaps, and where I do agree some people deserve to be able to better themselves, others may bite the hand that wishes to help.
